Well, on the description it says

[allowed tags: a, img, i, u, b, em, strong, strike]

so i tryed to put a image of 420 pixes by 320 with the tags

Well, take a look into Riot gear tutorials you'll see the same effect

it's made from a tutorial, in Riot Gear, you have to put the ink bleed footage above the text and then set the text to "Mate Alpha Luma" i belive... i don't remember so good. and that's all it's a pretty easy effect.
