do you need a dvd thingy on your hard drive to get clips on a dvd to make an anime music video?

hello... im new -_- i live in australia *cries* and they dont put lots of anime on tv *cries*! im going to make a music video. can't wait to see how it turns out ^^ (phade's guide to making mv is very useful ^^) aww... i have to wait till .hack//SIGN comes out in september so i can buy it on dvd... ...

just curious, but how do you create an anime?
how do they colour the images, how do they get the colour and the lines on the character look good, how do they get the good effects, like the nice backgrounds and data effect (digimon) and what sort of programs do they use and etc...
