Can anything be done about it? The answer is no, not really.
You can't really sue em, unless you owned the anime and the music used. Maybe on intellectual grounds or somthing, but I doubt so, AMV's are illegal to begin with.

It doesn't really matter all to much, but take in mind that most if not all AMV contest's will broadcoast the videos on a 4:3 screen. So if you do export digitally keep a 4:3 tag so it doesn't get resized and look stretched when projected.

If you want to get your pants sued off, yes you'll need the creator's permission, plus the permission of the song artist, label, anime labels etc etc. rebroadcasting rights the list goes on. Two questions:

1. You said no staff or guest of Otakon may compete. What if you are a fan Panel speaker on a subject that has absolutly nothing to do with AMV's?

2. Do you accept SVCD formatted mpg' files? Its better than VCD but not exactly DVD, but its 480x480 which is better than normal vcd.
