VCDs arent "formatted". Its just a directory structure. You can always just open the main video.dat file in media player if you have the mpeg codec installed to play dvds. You can get any of the demo programs for dvds, such as windvd, and use the codec after the trial period is expired. Media player...

You can get a demo version of adobe premier at www.adobe.com and try that out. Its a great program with a good selection of filters to play with. I have always used claddvd and flaskmpeg to rip and encode. I have not had many problems with flask, and never any problems with claddvd. You can find both programs at www.divx-digest.com.
