First, for future refrence, this kind of question belongs in "video software help" section. don't make a new thread, a mod will move this one. this may seem like an obvious question, but Can you play the file fine in regular windows media player? Sorry about that. No it dosnt play in windows media....

Problem with Fansubs and WMM
Whenever I try to load a fansub that I have into Windows Movie Maker, it says, Cannot be imported because the codec required to play the file is not installed on your computer. If you have already tried to download and install the codec, close and restart Windows Movie Maker, and then try to import ...
