You should resize, *after* you deinterlaced. IVTC, Deinterlacers and such work best, when applied first, before anything else could meddle with the combed lines. BTW: I once tried to IVTC Haibane Renmei, and while the pans came out a little jerky I didn't find it that annoying. I expected more stutt...

Sounds like you applied IVTC (or at least Decimate) twice.

29.97 * 0.8 * 0.8 = 19.1808

(0.8 standing for a typical Decimate-cycle, where every 5th out of 5 frames is thrown away)

That usually happens when you use HuffYUV for lossless RGB compression, but its strength lies within the YUV-Compression.
Go to the codec-options and change the the upper right box to "<-- Convert to YUY2" .

What advantage do you expect from -h's codec in comparison to the already existing, lossless YV12 Codec of Marc FD ? (Is the latter not reliable?)

I don't know if it works in premiere (only used it in Avisynth and VD until now), but oh well: VBLE may be useful for your purpose.

You might want to become familiar with the ColorYUV command in Avisynth (http://www.avisynth.org/index.php?page=ColorYUV) .
That's the cheapest and easiest method I've discovered so far.
