Adobe Encore /is/ the best. But to get to the right size, try going into Adobe Premiere Pro (I assume you have the best video editing program ever!) and you can resize any video using the "Motion Effect." Just make sure that your project is already the correct size and everything should work out fin...

yeah i understand what u mean! it sucks when ppl do that! but most ppl that i know rn't that bad either... but there r still those ppl who love to make u completly weirded out and ur like... uhhh what did u say??? and then they have 2 explain all over again! but rn't we kinda getting off subject now...
