The best option for editing interlaced footage is to not edit it at all. Use a program like virtualdub or DVD2AVI to deinterlace your source, then import and use it as progressive footage.

There's nothing wrong with the DVD-ROM or with the DVD disc. It's the authoring method used to publish the DVD. I had a similar problem (more or less exactly) with my Street Fighter Alpha DVD. Premiere doesn't jusr crash by itself. Different codecs make it crash. Hence use only one codec, better yet a lossless one. Premiere has never crashed on me ever since. :?
