if you get no ghosting and stuff why should you work with lower fps?
also ngsilver says it at the best "60fps ftw"
But i think there is no "best" if the source and product cant run well with higher fps then you need to work with lower.

The best free... Hard to say, I try lightwork in the next days. There is a free version on they page, looks interesting but can't tell you if its good. Best would be if you try iy, too.

After a long time i must say, i like this. Its different to your other videos and has a nice mood. But some "effects" were a bit to often, it was this shutter cuts, but well hard to explain for me....

That is hard to say, because the idea is important also the genre of the video. You can get many out of so many Animes, most time of the new ones, if you want a good quality of the pictures.
So a list would be very hard.
