Hi! I have a tiny question...

By using DVD footage, how do you just get parts of it? Is there a program I should buy or download? I love seeing AMVs and have decided to try and make at least one, but I am still sort of blurry on the whole idea. I'm good with html and css, but they don't have much of anything to do with AMVs. 0_o...
