Perhaps your having frame rate issues.....
your gonna have to describe you problem in greater detail...

Try setting your frame rate in each of your AVS's to the end frame rate of your video (either 29.97 or 23.xx)

WEll most any dvd rom drive will be able to rip a dvd onto your hard drive given the proper ripping software. There are some dvd drives that are better than others but barring you buying a broken drive most any you buy will work to rip DVDs. You don't really capture the video in the traditional sens...

This may not help you....
But Divx 5.02 (or hell XVID for that matter) Should be fully compliant with divx 4.11. SO if you get the latest codec from www.divx.com should work for you

if you really want to use divx clips in premiere (with a wee more bit of stability than your getting now) you may want to try converting the scenes you want to use from divx to Huffyuv using Virtualdub.
