Well I have been out of the loop for a while, but A-M-V.org will no longer host video's using the band Evanescence. This however does not mean you can't make the video. You can use TMPEGEncoder or VirtualDub to combine the two together.
Or just export the audio and video together as one.

There is no codec that will allow you to open a .vob file directly with Premiere.
