Well to get THAT reflection you put a copy of the clip into another track and then in the new track you move the clip down so that it is just under the original, flip the clip horizontally and vertically, and finally change the transparency. Does Vegas have an Iris transition?
You could use an iris transition to reveal a still image of a closed camera iris, and then use it in reverse to reveal the clip again. Add a sound effect to complete the effect.
