Yes, the video dimensions are odd, but my question still stands. Is there any way I can change the video dimensions without messing up the proportions? What if the file is 720 x 480, can I change it to 640 x 480 somehow?

As far as I know, you have to mask the video frame by frame or use Photoshop.
