I have a Sony Handycam that uses mini-DVDs. I am trying to edit some content
from the mini-DVD in Windows Movie Maker, but the content is in VOB files so
WMM cannot import/open them. Do I need to convert the VOB files first? If
so, what is the suggested app to do so? Thanks.

I had that same problem when trying to get a movie onto YouTube, unfortunately I figured it out after uploading. I figured it was skipping on the audio because I had a group of 1sec clips looping over quickly and maybe my computer could not convert it properly.

What you need is a DirectShow splitter to sparse mkv files. I’m not familiar with what the K-Lite codec pack bundles or not, but you might want to look at http://www.matroska.org/downloads/windows.html. Look in the section where it says filters.
