I would say get a clip of the arrows you wanted to use and simply mask them out if your using vegas or such. Arrows seem quite easy consisting mostly of straight lines. Just mask the arrows out on top and have the clip you want on a bottom layer.

How does one rotate a scanned in sheet of manga forwards or back.
