Compressing a GIF Image

I was wondering if someone Knew the trick to getting a GIF Image compressed to under 21k?? Lol. I use Adobe PhotoShop Cs3, but i am not used to working with Gifs.
I have tried many time to get this damn file below 21k, about the lowest i can get it is 29k... (._.) lol. So yeah if there is a compression trick please help meh out.

Is it animated? (I know that sounds like a retarded question, but some people save banners that aren't animated as GIFs...)

Yes it is Animated, lol, No worries. Do you know how i can down the quality "WITHOUT" like making smaller text and images. I want to keep the Image as it, but lower the quality a bit ya know?

take out some of the frames?

compess the file down to a low size then save it then compress the saved file lower?

if it has the option of doing so, use Transparant GIF's and only update the Locations where Animation is needed.

( older Gif Animators use to have this option -- the newer ones should too ^_^ )
