Editing/ making clips shorter

Ok im using Pinnacale Studio 8 for making my AMVs while it can split scenes when i add them to the story board it adds all that i have split instead of say like if i have a 3 sec scene and i want to split down to a 1 sec scene it will add all the splitted 3 sec scene , the other program im using also is DvDtoAVI to capture them so that studio 8 can load them . What i need to know is another program that will make split them other than dvdtoavi .
