VOB Distortion

This time I know it isn't mutiple angles , which happens during intros and endings, this is a scene from the middle of the anime. The Vobs play fine on vlc, seemed fine in dgindex too, In Vegas, red boxes come up, and some random things happen, here are some screenshots, I have a two screen computer so sorry if you see two, LOOK ON THE LEFT SIDE Im not sure how to seperate it,
Pan crop and preview show different scenes when stopped,

Thanks in advance, and also these are scenes from Elemental Gelade Vol.1 and Vol.2 Seems to be the same,

don't edit with vobs :/

open it in virtualdub mod or something and see if your distortions are still there

and use mspaint or something to crop your screencaps?

Hint: pressing Alt+Print Screen instead of just Print Screen will limit your screencaps to the currently active window instead of the entire desktop.
