Help make a picture filesize smaller

*Probably Wrong Thread*
Guys know how the Avi limit is like this "The avatar’s filesize must be between 0 and 16 KiB." My avi that I want to upload is 21.1 KiB. Is there any way I can make it smaller without making the actual Avi smaller? Because getting smaller than 100x100 will be pretty damn tiny.

I'm pretty sure you can link to it from a url instead of direct uploading and be able to go up to... 21kb? Is that right? Someone confirm or deny for me?

How to reduce the size depends on the file format of the image.
If its a jpeg, you simply use a higher compression level.
If it's png or gif, you can reduce the number of colors used.
If it's animated gif, it can be optimized, but this is usually much more complicated.

Up to 40 kb from off-site, IIRC.
