video issues
i made a video and exported it ( using premiere cs6 ) and it was fine now i try to do the second one in the same format and all diffrent ones but it comes out the same... it comes out with stripes in it.... but only on the black out lines or when there is a quick action example if someone jumps ( like in naruto ) or if someone runs real fast on screen why is this?

Premiere does have completely random export issues. Generally exporting uncompressed is the safest bet, but sometimes that comes out bugged too. Some people have had luck with exporting with UT Video as the codec, as well. A potential alternative is to export bit by bit, with seconds-long clips, and keep trying exporting a certain clip if it fails, until it's fine.
Yet another thing you could try is to open the project straight in adobe media encoder, while keeping premiere close. You should have File > Open Premiere Sequence or something of the sort in Media Encoder. At that point you can navigate to the project file and then select the sequence.
A final solution could be to try and export from after effects, as it is able to load premiere projects, but keep in mind that before doing that you might have to go around fixing conversion issues that could arise (afaik transitions don't translate well from premiere to after effects, for instance).

Sounds like it's exporting interlaced. Check your settings and make sure they are set to progressive frames and use something lossless like UTVideo (420)
