trailing issue in clips

Hi. I've been fiddling with Vegas Pro and but having been having a problem. A couple of clips in this video look like they're trailing to me and I don't know what to do about it

Specifically around 0:13 and 0:28 I see the issue the most. I've tried saving in various formats, I've tried different frame rates like 29.970 and 23.976 and the problem persists.
Any thoughts?

I just realized I think IP posted this in the wrong section. I thought this could be a Vegas Pro issue but it could possibly just be a footage issue. Should this topic be moved?
