About grain and resize

I have a doubt.
If I have, for example, a 1080p source with a lot of static grain and I want to downscale because the real resolution is lower,
it's better to degrain->resize->addgrain, or a simple resize? I thought that maybe the first method is better because an immediate
resize can "deform" the original grain, but I'm a noob, so I don't know it there are any side-effects.

Also, what filters do you suggest me for the process (for a 10bit output)? Sometime ago I used dftest.
