How to make the blurred/shake effect?

Hey there
I'm look at how to make that blurred/shaking effect that i've seen in many videos for example it's used in the video Raging soul by Decoy Ops.

It's the effect where it kind of shakes the image and blurs it out from the image. It's hard to explain and i appologise if i'm not explaining very well.

I would like to know how to do it in vegas 6.0 and any help would be apreciated.

1. Make a copy of the original clip on a video layer "above" the original clip's layer. I will call the copy CLIP B.
2. Enlarge CLIP B (i.e. make its size about..120% or so) and apply a Gaussian Blur.
3. Lower the transparency/opacity of CLIP B to about 70%.
4. Keyframe the position of CLIP B to change over time. For example, if have it at 0,0 at frame 1 then 0,10 at frame 2 then 30,20 at frame 3, and so on.
