Yes I set it to 10000 kb/s. I was going for broke just to see if the minimum bitrate was the problem that I was having and it was. I am curious though you say the total bitrate for DVDs must not exceed 9,800 kb/s, but the contest in which I am entering the AMV says it will take up to 12 megabits/s maximum bitrate. Am I misunderstanding something from the contest or about bitrates? Or are you referring to if I wish to burn this AMV to a DVD, I would have to lower the maximum/minimum bitrate?

If the contest rules allow such high bit rates, it's ok. Probably they don't use a DVD player for playback. I was assuming that it was made for burning on a Video DVD, and yes, if you want to you have to lower the bit rates to conform the standard.

One thing that might help you to overcome the high minimum bit rates is to reduce the blackness of the black frame. In RGB values - don't make it 0,0,0, make it 16,16,16.

Ah ok. I created in Adobe Premiere Pro the "black video", but I don't see where to adjust the RGB values in Adobe though. Is it something you have to adjust elsewhere?

I don't use APP, so I don't know if it's possible or how to do it. But my program allows me to create colored rectangle of any RGB value. If that's impossible in APP, you can use a drawing program to create a solid color picture with that values and import it into APP.

In Adobe Premiere Pro, it should be something like File --> New --> Color Matte... and then select the color.

Ah ok I gave that a shot, and I still had to raise the minimum bitrate but not quite as high as previously. I spoke with the contest coordinator and he said 2000 kb/s was what he recommended for the minimum bitrate, but I was able to get below that. Is it better to stick with a higher minimum bitrate for VBR CQ to make the bitrate more consistent?

If you don't have to care for file sizes - set the minimum bit rate half of the maximum. Keep in mind that it is played at large screens at cons, so any artifacing will be much more visible.
