- there is no best editing program,
- there never was a best editing program,
- there never will be a best editing program,
- you don't really even need a computer to start out.
If I were you I'd look around the Web for video editing programs. Get trial versions of the ones that have feature lists and interfaces that interest you. See which ones you like and use the one that most appeals to you.

I've always heard that Final Cut Pro and Avid were aimed more at the "Professional" market. Where as Premiere was targeted at the "Prosumer" demographic. This might have changed with the advent of Premiere Pro (I can't say since I have never used Premiere Pro). The last version of Premiere I used was 5.x . I have Premiere 6.5 but I never really touched it.
In the end it just comes down to whatever works best for you and gets the job done. Although Final Cut Pro may be a little excessive considering it includes "Shake" and is set to handle Film, Beta, DV, etc. As for me I have settled nicely into Final Cut Express with no problem's yet. And Beside's it's kind of pointless for me to go back to Premiere considering that Adobe discontinued it for The Mac (due to competition from FCP and FCE)

What about Final Cut Express?
Apple has released a product, Final Cut Express, aimed at "prosumers". It's priced closer to Premiere ($299) and includes most of the features of Final Cut Pro.
I'm still learning how to use it, though. It still has a learning curve (though if you know Premiere or FCP you should have zero problems... Final Cut (Pro, actually) is my first editing tool, so I have to learn it all from scratch).
