That's so priceless I'm actually going to give you a straight answer.
To record to a VHS tape, you need a video card with TV-out. This will either be S-Video (which will be of higher quality) or RCA (i.e. yellow/white/red).
You'll also need a line from your soundcard to the VCR, which will require an audio adapter or two (to convert from stereo jack to RCA)
Furthermore, you should take your video file, and add 15 seconds of blank space to the beginning and end.
So, once you've got all this, it's easy:
1. Turn on TV-Out.
2. Make sure that you're outputting to the VCR (you should have a passthrough on the VCR to connect to the TV)
3. Make sure all other windows are closed and nothing else is playing sound.
4. Start playing your file and immediately maximize it.
5. Hit "record" on the VCR
6. Let the video play through.
7. After the video ends and the second period of black begins, hit "stop" on the VCR.
And that's it in a nutshell...

You don't "burn" things to VHS tape.. you "record" to a tape.. it's analog. You don't "rip" things to VHS either.
Record: Implies the recording of streamed video or audio data onto any medium, usually onto an analog source.
Burn: Exclusively means to record onto a digital medium, such as CD-R or DVD-R. You don't "burn" things to VHS.
Rip: Means to dump data from a digital source onto your hard drive. You can rip CD's and DVD's... but you can't "Rip to VHS" - That's impossible.
