Looking for an editing program.

I need an editing program that can:

Cut audio ( I need this function to be as precise as possible, preferably below 0.08 of a second).
Combine two audio files to make one, longer file.
Merge the audio from two files to get a single file where the audio from both plays simultaneously. For this function I need to be able to select how far into audio A audio B begins.
Edit audio (raise and lower key, slow down and speed up, reverse etc).

Additional functions like "scratch" effect would be nice but aren't necessary.

Does anybody know a good audio editing program that fills these criteria?

Most people around here seem to prefer <a href="http://audacity.sourceforge.net/">Audacity</a> for a free and open-source solution. (And it does do everything you mentioned, AFAIK.)

All NLEs (like Vegas, Premiere) that I know of are able to do those things.
