How to export video into BMP frame by frame (in order)

Is there such a program which can export a movie frame by frame in a BMP or JPEG format as i want to try this rotoscoping thing with Photoshop? Thanks for the help. (PS I know if i googled it i might find it but i decided to come here and see what others suggest and recommend.)

Most video editors have an option to "save image sequence" or something similar. For example, VirtualDubMod (which I mention because most people probably have it already and it's free) has this right on the File menu.
