This is kind of a twofer: I'm trying to load an animated GIF image into Premiere, and it doesn't really want to load. Anything I'm neglecting to do that could make this work? (I see people with GIF compilations all the time, so it's obviously possible)
Second, I'm trying to grab a bit of audio from AMV Hell 4, which is an mp4 file. Neither Premiere nor VirtualDub seem to like mp4 files imported directly, so advice on this would be useful too.

A) Load the GIF into VirtualDub and save it as an AVI, or pipe it in via AviSynth - the proper command is ImageSource().
B) Use AviSynth to pipe the MP4 in using FFmpegSource(). However, if all you want is the audio, just use MP4Box (or YAMB, if you'd rather use a GUI) to extract the audio stream, something like dBPowerAMP Music Converter to convert to WAV, and then use something like Audacity to edit it down. Otherwise you could make note of time and use MKVMerge to split the files by time, then MKVExtract to properly extract the AAC stream back out. Generally, though, I think Audacity would be a better option for something like that as it's probably easier.
