Frame Interpolation...
I'm looking into frame interpolation so gimme some resources... Free or not, i don't care, I'm just researching for now...

After Effects can do that if you tell it to (refer to this, works even if you don't stretch time, as long as the timeline has an higher framerate than your clip). Other solutions might be Twixtor or MSU Frame Rate Conversion Filter. I'm pretty sure there are other effects, though.

I'm fairly sure I remember playing around with MaskTools for this purpose, but maybe it was some other AviSynth filter instead. Whatever it actually was, the result wasn't all that great.

MVtools, it works ok, but you still see some obvious artifacts.
