Changing 720 x 352 to 640 x 480

Yes, the video dimensions are odd, but my question still stands. Is there any way I can change the video dimensions without messing up the proportions? What if the file is 720 x 480, can I change it to 640 x 480 somehow?

Well I know that changing your footage from 720x480 to 640x480 is easy, you just need to use this avisynth script. Also make sure that your source is 4:3 and not 16:9
