I have to get a new AMD 1900+ so now im on a tight budget but i was wondering if the Belkin VideoBus II was any good or if i should just buy a standard video input card?

I don't know about that particular device, but you'd be well-off to do some research about the hardware in the new computer you're planning to buy, and see what you can tweak about it to make it more powerful.less expensive/more reasonable/etc.
