I was wonderin' now that I have my DVD-ROM is it possible to rip movies off of PS2 games?

Short answer: Yes, I believe so.
This would be better in the Video Software Help forum, as that's where most threads to this effect seem to be.
Do a search on PS2 in the video help categories- you should find most of your answers there, as this question has been asked many times before.

In practice, not yet, AFAIK. The tools aren't available yet.
Also, only actual video would be extractable - you wouldn't be able to extract footage which is rendered as you play.

Second, what the PS2 renders is polygonal graphics with texture maps - Premiere renders streams fo video. Two completely different animals, and not really comparable.

You were comparing apples to papayas there Jace. It's hardly pointless or stupid to point that out so that other people aren't missled by such a comment.
And the PS2 doesn't have less to manage when compared to Adobe Premiere, it has a completely different situation. It would be a much better example to compare the rendering done real time in a video game to this, and even then it's not straight apples to apples.
