Using DivX as source really puts a cap on quality from the start.
I would recommend signing up for www.netflix.com or www.greencine.com and renting DVD's on-line if you can't afford them.
I have a convenient banner ads for netflix on my site that you are free to use if you are going to sign up http://www.aluminumstudios.com

If you need to use downloaded footage:
[MOD: Removed info on downloading anime]
For everything else, cropping seems to be the answer. You can use most fansub footage by clipping the video from 4:3 to 16:9 and shifting the video vertically so only the bottom part is cut. You might have to not use scenes with cultural notes on the top, but if you can't buy the DVDs you have to accept a few sacrafices. It is important, however, to find the highest-quality source you can and to avoid multiple re-encodes in editing, as each encode decreases quality from the last, even conversions to higher bitrates (those just lose less quality than conversions to lower bitrates).
If you can buy the DVDs, do so. You get the shiny disk, more free hard-disk space, a pretty case with some notes and artwork, better encoding quality (DVDs are compressed, but not nearly as much as most DivX/XviD files), and the pleasure of owning legal copies of your favorite art and being able to honestly say you support it. I know I have a few series in mind that I definately will buy as soon as I have some cash (university expenses will really take it away from you), and would now if I could for all the reasons I've just listed.

oo, another one.
