Filter/Effect Question

I have noticed some clips using a filter/effect and i have no idea how it is done, for example in Justin Emerson's Closer to God 2 he uses the static/black and white effect on the "help me" bits, how is this done?

Thats an "old film" effect. There are quite a few different filters or plugins to achieve this sort of effect. For example, in adobe premiere, under the video effects, there is one called Quicktime Effects (or something like that). In there you will find one way to do this old film style. Other editing programs may have their own old film effect.
