What filters are used in digital fansubs to make them fuzzy?

I've noticed that a lot of digital fansubs these days have a slightly washed out and fuzzy look to them. This makes the whole presentation look very smooth. What filters do they use to get this effect?

Sharpening and smoothing filters, such as MSharpen and MSmooth.

It's called "having to work from tv captures".

The Outer Glow function in Photoshop comes to mind. I used that for the subtitles in Sucks To Be Yoo.

if you mean that you want to re-store what "Warp to Sharp" has desicrated
you can't!

if you mean you want to do this affect yourself, 3 ways come to mind:
1) Willow's "Logo Away 4" with the Luminence coverong the entire ViD and Light at +
2) use "Warp to Sharp" yourself and set it to anything stronger that 26 of 255
3) Use a PCI Capture Card ^^
