First of all, it's Premiere Pro. NOT Premiere 7, even though that would make sense given that all the earlier versions of Premiere had version numbers in the name.
Not quite sure what you mean by "transparent video inside another video". But the opacity settings for any clip can be found in the clip's Effect Controls window.
Video speed, I believe, can be found under "Clip speed", found on the menu that pops up when you right-click a clip in the Timeline window.
If you want a star shape, the easiest thing I can think of is to draw one in MS Paint (or whatever you prefer), making the star white and everything else black, or vice versa, saving it as a .BMP, then importing it into your project. Then, on the clip you want to be affected by this, you can slap an Image Matte (it's found under Video Effects --> Keying) and select the image you just created as the matte.

1.transparent video inside another video
I can think of several different effects this might describe. The most likely one would be done by lower the transparency rubber bands.
2.change the video's speed(only the video)slow it down and make it faster
I use the duration command to modify speeds. Make sure to check your interlacing settings, Premiere likes to screw up interlacing if you slow a clip.

Make a black and white star in whatever paint program you use and save it as .bmp. Stick this bmp on your timeline above the clip and change your clips transparency to 'track matte'
Strobes can be done two ways. For either way first make a new color matte of whatever color you want to strobe. For the first way you put the color matte under your clip then cut up your clip and leave empty frames in it, the color matte will flash through for those empty frames. The second way is to stick the color matte above your clip and set it's transparency to 50% or so for some frames and 0% for others. The first way gives you a broken up strobe of pure color, the second way looks smoother because the image is tinted but doesn't disappear.

i use Premiere Pro in college.
the thing you ask there should be transistions (I think thats the word) you can use. i haven been at college for the past month but i should be going back on the 12 so i'll have a looky for you...
Or i'll probably Donload it and fidly with it, cause i do remember doing it without using MS paint and stuff...
