4.jpg is your image matte? Apply a blur to it.

Add whatever desired background clip on a video track

lower than the matte and superimposed clip video tracks.

Dont use blue. Use white. Set it as image matte transparency.

And you may need to disable the clip you're using as the matte so that it doesn't actually show up.
