If you couldnt tell by the title I want to know if I can Make An AMV on MAC OS 9 and How.

Last I checked, iMovie doesn't run on Mac OS 9.

Yes iMovie does work for OS 9, but you could not use anything new. My dad has OS 9 and iMovie is on it and it works. So you could search ebay and see what you can find.

iMovie is available for OS 9 --but: much of the workflow described in the guide will probably be different with the OS 9 version. Their is a 95% chance that if you don't have iMovie for OS 9 then you will never find it. So I will help you out.

Before any moderator questions the validity of posting a link to this software I will remind him or her that:
1. iMovie versions 1.0-3 were free to download for anyone with a Mac.
2. Since 1997 Apple has had the mantra of out with the old and end with new. This is Apple's way of forcing people to buy new hardware to run their new software (since Mac's tend to have a longer user life than PC's). So you should get your free software while you can, else it be gone.

If you want something more advanced (and commercial) you'll have to hit eBay. This will give you the option of finding FCP2-3 or Adobe Premiere 6.5.
Other utilities that will help:
DVDExtractor - Extract video from DVD.
mAC3dec - Converts AC3 (DVD) audio to mp3 or AIFF.
MacMPEG2Decoder - allows re-encoding of .m2v -> .dv for iMovie.
PCM to AIFF Drop Converter - converts PCM (DVD) audio to AIFF.
DivX Doctor - convert DivX .avi's to QuickTime .mov's
