Pssshhh, 95% of this community that actually makes vids has used a pirated version of premiere once, Though I wouldn't suggest doing so...or someday you'll get the sham.
Pirated software is illegal...so are amv's..but no one cares really about amv's, hell the anime distro people like em...thats why this site exists today..but pirated software like Premiere on the other hand, where a company looses 500 dollars everytime someone d/l's the program, unless that nice person was just doing so to test it..then with a kind heart..shuffles out the money to legally buy it..
Now you might ask, does the distrobution companies of anime loose money due to amv's? *ahem* ABSOLUTELY....not....since it is us who are paying the good money to buy the dvd's (this doesn't include HK dvds) and our own time to make them ( You get no money out of this hobby, just the satisfaction of your own work,..except in the case of a contest or if you actually do this for a living). In a lot of cases, amv's are free advertising, so no one really cares much on the legal matter.

I am telling you that my premiere is just recently started importing video files and playing them in the timeline slow. It worked just fine before I first installed Premiere 6.5 and then I re-installed it and re-installed 6.0 like 5 times each but my problem still persists. My computer has 159MB of RAM now and its 600 MGHZ. Is there any settings in premiere that might be slowing down its loading of files?

I doubt there's anything wrong with Premiere. Either A) Your computer sucks B) you never noticed it was slow.
Check for programs running in teh background. Hit crtl-alt-del and goto Task Manager if you have Win2k/XP. If it's 98, a task list should pop up.
Kill everything you can except explorer.
Try a different preview codec.
Make sure you have the latest version of your video/sound drivers.
Find out how the hell you got 159MB of ram in your computer. it's MHZ not MGHZ >_<
If this all fails. It's time to read the guides, buy some DVDs and a DVD-Rom and start making them right

Well
Typically it's not a good idea to use MPEG1 files :O
I think you need to invest in getting better footage.
I suggested really all that coule be done. There isn't much more anyone can do to make your computer faster. Premiere doesn't just suddenly start to get slower and slower.
There's probably something going on with your computer.
Try importing your clips w/o converting to mpeg1. In fact, get the darn dvds and use that to make clips in huffYUV. I dont' care if it worked before, editing with a distro codec is not a good idea. :\
