Cheap/basic Software for a newbie

No editor that I know of will take clips from a dvd, they will how ever do all the other stuff you asked for, I have never used adobe but most likely it will and vegas does, most of them except wmm which is limited.
You will need dvdshrink or dvd decrypter or some program like that to actually get the clips off the dvd
