Is your refrigerator running? 'Cause if it is, it probably runs like you...very homosexually.

Well, if you've got Photoshop, one option you have available (that would probably reduce rendering time) would be to make a frame for the screen with a transparent center and lay that on top of the video, in video 2 or 3 (if video 2 is in use) for the parts where you need it. I don't think you'll have to worry about transparency settings in Premiere if you set the image as being transparent, but I haven't had a chance to experiment with such things myself to know for certain

I'm assuming you have premiere and photoshop since that seems to be what the majority use. If so, here's a fairly simple way to do a dream effect.

1 - Make a new file in photoshop the size of your video.
2 - Create a new layer and fill it with either white or grey, don't worry about color too much we're going to change later, just make sure whatever color you pick is neutral and fairly light.
3 - Select a large oval, feather by 20 pixels (the max photoshop will let you), hit the delete key. You should end up with the edges being whitish and slowly disappearing to being transparent in middle.
4 - Save this file as a PSD.
5 - Import that file into premiere, only import the layer you deleted the oval on.
6 - Insert it over your footage and lower the transparency to 30 or 40%.
7 - Use the Color Balance filter to slowly cycle colors (this is why I said not to worry to much about colors in photoshop). Keep in mind how people tend to subconsciously view colors. Dark cool semi-tranparent tones are viewed as soothing. Bright solid warm colors are viewed as exciting, IE a battle aura or DBZ character powering up. For a dream like feeling don't use white; I recommend dark bluish colors like violet, lavender, dark blue, purple, etc.
8 - It's possible that the oval will be the wrong size. If it's too small then use the transform filter to make it larger. In theory you could also use transform to make it smaller if need be but I've always gotten screwy masking problems doing that. When you orignally make the oval you may want to intentionally make it too small to avoid this problem.

There you go, a clip that looks dream like. The effect will be somewhat subtile depending on what your transparency settings were. I personally am really starting to dislike solid color effects that blatently yell 'Look at me, I used a special effect!' If you happen to like solid colors then set the tranparency higher than 30 or 40% or perhaps just skip setting transparency at all.

I expect these words will come back to haunt me when I finally finish my current video which heavily uses blatent solid color 'Look, I'm a special effect'...
