Video Game Ripping?

What kind of program and/or hardware would I have to use in order to rip video game clips onto my computer?

What game are you talking about, specifically?
There are various ways of obtaining video game footage- it all depends on the game.
^Example:
PS1 games with FMVs can be ripped by using various PS1 ripping utilities, such as PSXMC.
PS2 ripping:

(Note that PS2 ripping is not quite complete yet, there are still many that cannot be ripped.)


When there are no other known methods of ripping video games, the only way to get footage is by capturing footage via hardware-you will need a video capture card to capture the footage.

Fraps

I use a program called Fraps and its unreal great. Simple, easy to use you cant beat it with a metal bat.

The unfortuinet thing with fraps is it slows down your fps (frames per second) by about 10-15, if your lucky its only that much. I've had it upto 50 :?
