Help with Vagas 5

[Kamikaze Devil]

I’m looking to a event pan / crop effect,
Where I have say a slice of the video, either length ways or horizontally, (I would like to know how to do both) plus to be moved anywhere and not just along the centre.

I don’t mean zoom in or out either, I just want to crop a slice and move it about
Like a sort of piano key effect,
