how do you do that effect where you have a character from one clip moving, but the background is from another clip?

You need to mask out the character from the clip s/he was originally in.
You can do this frame by frame with an image editor like Photoshop, Paint Shop, or The GIMP.
Alternatively, you can do it with a program like After Effects; there's a sticky thread devoted to that very topic here:
