Are there any editing softwares out there that...
...Are better than windows movie maker, but dont cost an arm and a leg...lol(full metal alchemist joke)?

depends on your definition of Cheap. I started out using Roxio media creator 7.0 b4 I "got" Premiere. That 1 cost me about 70$. I know there's an 8.0 out, but I haven't looked at it at all since I got Premiere, so I couldn't tell you what they changed.
The 7.0 version is pretty easy to use though. It's mostly visual based editing. Just point, click, and drag accordingly. You might have to type a number in every now and then, but that's about it. Only problem is it can't work on a frame by frame basis. The smallest clip it can handle has to be atleast 10 frames, so sometimes lip syncing can be a bitch, but it's still possible.
