Can't change project settings in Premiere Elements 1.0

I'm trying to change the project settings in Adobe Premiere Elements 1.0 as outlined in Vicbond007's guide. However, most of the drop-down boxes are greyed out. I cannot change some settings (such as the timeframe) whether I'm trying to make a preset or changing the settings on an active project. No amount of fiddling with the non-greyed out options caused the locked ones to activate.

I'm sure the answer is very simple, but I'm an AMV n00b and I already tried the help file and the search function on these boards.

You cant change the project settings once you have started a project, you can only change them before you begin.

Yes, you can't change settings once a project has been made, but they were even greyed out when I tried to make a preset (no project was open). When I make a new project, the settings don't pop up like the other versions of premiere.

Are you using a full version, cuz it sounds like your using a trial.

Yes, it's the full version, my father bought a copy for both me and my sister.
