How can I create a music video that has multiple clips float around on the screen?

Create each moving clip as a layer above the background (if you have one), resize or mask each video clip so it looks as you want it to, then just keyframe each clip moving around. Might also want to add a shadow to the clips to give the impression that the clips are actually floating.

Is Vegas the program that would make this task the easiest?
