Looking for a editing program

I know i havent posted in a while, but i need some help. I have been using Windows Movie Maker to make my AMVs. But it has been very hard to edit the clips i get from my dvds. I have a DVD-ROM and DVD ripping program, but i need some suggestions on a editing program.

I have an 80 dollar budget.

Adobe Premiere for $500.
